Strongly suggest doing green dragons till you make atleast over a mil, shouldn't take you more than a week.
Here's a quick way
Either,

Use a GAMES necklace, teleport to clan wars, run east and kill dragons. Collect hides/bones/rannars/clue scrolls.
Once you are full use GAMES necklace to teleport to bounty hunter, use bank
repeat.

OR

get yourself some charged glory amulets,
teleport to edgeville or start there, run to choas tunnel, go to green drags kill, teleport to edge repeat.

One you get some decent cash go do the heroes quest, simple enough,
try blue dragons and train your range up

one you hit 70 range go to avansies (spellcheck!?) , its around 200k an hour.

Bring somewhat decent armor. Don't bring a weapon because you'll be running from the mage, and if you just so happen to die then you'll keep an extra item because your weapon won't be hogging a third of the spots. Bring a Varrock teletab, 1 prayer potion, clue scroll, full inventory of lobster or anything that heals more, like monkfish; they are relatively cheap (225gp a piece I think). Get your next clue scroll, and book it. Run South until you hit level 20 Wilderness, and then teleport the hell out of there.

But the good thing about that is you get to kill 148 blue dragons, which in turn amounts to about:

148 blue dragonhides x average market price (2,058gp) = 304,584gp
148 dragon bones x average market price (2,396gp) = 354,608gp
Total Profit: 659,192gp

You get to make some cash while leveling Slayer and whatever else you're doing to train. If you're doing melee then that helps your other goal of 80 combat. So you see that isn't actually a bad slayer task. You listed Recruitment Drive on your completed goals list twice by the way.
