Ok heres a better question.

If I use a fake credit card number to get my paypal account verified, can I pay using the money I already have on the account, and not use the "credit card" at all?

That way I'd still make the payment and my "card" wont get declined. right?

After all is said and done, a lot more will be said than done.

just when i think I have the system beat...

i actually made about $13 off one of those ad click sites, and now I still gotta wait till I have a card.
