Fisherman dude, Oak in the new game orientation sequence, Rocket, (Giovanni is counted as a gym leader), Cooltrainer, cooltrainer female, Super nerd, Scientist, Burglar, (28 so far), Pokemaniac, Bug catcher, Bird catcher, Channeler, psychic dude and lady and I think thats it.

33.

A little higher if you count Gary's multiple sprites, I forgot how many he had though. I think 2 or 3.
