I CAN'T [Expletive Deleted]ING BEAT POKEMON BLUE FOR MY LIFE!!!!

MY STUPID WATER POKEMON WON'T LEARN SURF SO I CAN'T GET TO THAT ISLAND I NEED TO GO.

What pokemon is it? The only one I know of that wont learn HMs is Magikarp. Just get it to level 20 and then teach the Gyrados surf. Otherwise, try picking a better water pokemon.

yeh unless its a magikarp then it should be able to learn surf.
but... do you have surf? its an HM, not a move that any pokemon learns on its own.
go into the safari zone & find your way to the secret house. That fool in there gives you surf.

Go get surf in the safari zone and then teach it to the Larpras you get in the Silph Co. or whatever. If you didn't pick Lapras up, then go catch Tentacool and teach it surf. There.
