1. Create a new 640x480 or larger document with a black background.
2. In the Actions pallet (Alt+F9), create a new action.
3. With the action recording, create a new layer and change the blending mode of the new layer to screen.
4. Apply a Clouds filter (Filter> Render> Clouds).
5. Add a Mosaic filter (Filter> Pixelate> Mosaic) with a cell size of 50 square.
6. Apply a Reticulation filter (Filter> Sketch> Reticulation) with the following properties: Density: 0 Foreground Level: 50 Background Level: 0
7. Stop the recording action.
8. Change the blending mode of the current layer to Normal.
9. Apply the previously created action several times until most of the screen has been filled with the tiles.
10. Link all the layers except for the background and Merge Down (Ctrl+E). Photoshop CS2 users may simply hold the Ctrl key to select multiple layers and merge the selected layers (Ctrl+E).
11. Use the Transform tool (Ctrl+T) to extend the bottom two corners. While holding the Alt and Ctrl key, click on one of the bottom corners and drag the corner away from the center.
12. Apply a Polar Coordinates filter (Filter> Distort> Polar Coordinates).
13. Blur the current layer using a Radial Blur filter (Filter> Blur> Radial Blur) with the following properties: Amount: 25 Blur Method: Zoom Quality: Best
14. Use the Hue/Saturation tool (Ctrl+U) to colorize the current layer. These are the settings I've used in this step: Colorize: Checked Hue: 200 Saturation: 100 Lightness: 0
15. Duplicate the current layer (Ctrl+J) and change the blending mode of the new layer to Overlay.
16. Apply a Gaussian Blur filter (Filter> Blur> Gaussian Blur) to the new layer.
17. With the top layer selected, Merge Down (Ctrl+E) and duplicate the merged layer (Ctrl+J).
18. Select the middle layer and apply a Motion Blur filter (Filter> Blur> Motion Blur) with the following properties: Angle: 90 Distance: 400 pixels
19. To increase the visibility of the current layer, duplicate the current layer (Ctrl+J) several times.
20. To create a larger track, select the top layer and use the Transform tool (Ctrl+T) to reduce the width of the current layer.
Final Result
