The first thing you need for this is Adobe Imageready, if you already have photoshop, then this is the link just under Photoshop in the start menu. In order to make a proper flash image, have all your "frames" saved in one adobe photoshop PSD, by haveing each frame in a different layer stacked on top of each other, and going to file save in photoshop.
Now that you have your PSD, open Imageready and go down to the layers menu, taking the eyes off of the layers (or frames whichever your prefer to call them) so only the layers you wish to show on frame one are present.
Now that you have your layer one looking as you want it to, you will want to make a new frame, doing as I did in the image.
After the Second frame is created, repeat all the given steps in order, until you have all your frames completed, looking just as you want them. To save the file as an animated .gif image, go to file>save optimized and choose it's name. Now all you have to do is host it on the site of your choice, or upload it to FGF and your good to go.
