Haha, while that is a link, or hyperlink, it is actually called an anchor tag. Anchor's do not need to have a hypertext reference (HREF). They can also be used to "anchor" points on the page. One can then use that anchor to have hyperlinks that when clicked bring a user directly to that point on the document. It is useful for longer documents with multiple chapters.

On the other hand, the link tag is used to describe a relationship between two linked documents.

Not necessary in HTML.

If this is after a PHP opening tag: <?php
then you need to write print ""; or echo "";

If it isn't embedded in any PHP tags or any other language which uses print();, then print ""; is not necessary.
