Pretty sure you have to host them separately and link them that way.

ok, you should of have made it in flash but nvm,

what you need to do is crop out parts of the picture (into 5 one for each link and one for the top) say you have

img_top.png
img_link1.png
img_link2.png
...

then have something like this,
<img src= " images/img_top.png" />
<a href="page1.ht"><img src= " images/img_link1.png" /></a>

if you are writing this in dreamweaver then you can arrange them in the graphical editor.,
