Because runescape was not built with java, it was built with a different program, develpoed by Mr. Gower, as he majored in computer science in college. The game is simply compiled in java...so it runs online and is compatible with most platforms.

Modifiying the rs client is super easy. Hacking a remote server is completely different and isn't easy.
