php	Can't Post

i am learning php right now and in the book i have (Learning PHP and MySql from the O'Reilly series) it says i have to install apache and php and mysql, but when i try to get apache to go to localhost-http://localhost-it doesnt work. and according to the book, for hosting, i need this but idk really know. would it be better to completely skip that and just learn php? or will it be beneficial?

Reactor Server easy, FREE and pre-configured apache with mysql and php.
