Hokay,

First off, the side scroll thing ain't working for me.
Second, You took that banner out of Power Point, make one your self.
Third, New colors. Plain white and blue is fairly boring. Don't make the colors bright though.
Fourth, The layout is just blah... Kind of boring.
Fifth, GET SOME NEW TEXT STYLE! My god. Plain Time's New Roman is so boring on a web page.
Sixth, Don't post all your links on the bottom of your page. Only post like Privacy Policy, Terms of Use, Copy Right, etc.

OK, the page is working.

Here are my tips for you.

Make a style sheet if you have not already done so if you have, make the fonts consistant throughout the site.

Layout is pretty good nav menu and content look fine and are functional.

The graphics are ok as they are functional but they look 'old' My personal opinion as a designer, I think you could update that for a fresher look. Help is available.

The page does not fit all screen resolutions I would use tables set to %'s so that the page resizes as needed.

Overall, I think you have something there. I would rate it 7/10 as it stands right now.
