I Need an ImageMap Program

I need a program that can make Imagemaps that IE, FireFox, Netscape, and Opera can read and show up correctly. I don't care about what version of the browser, as long as it shows up.
The program must be FREE (meaning it won't leave some thingy on the corners of your page, and there is no trail), but if you find a way to crack a paid program, add me on MSN.
