Actually no. If the Manhattan Project had not come through on schedule then operation Downfall(also known as "X-Day") was to be initiated. Operation X-Day included massive naval bombardments supplemented by aerial incendiary bomb strikes. The casualties from those two alone were projected at over half a million. After this brutal bombardment which would've taken out most of the shore-line defenses, a D-Day style Beachhead landing was to be carried out all over the island of Kyushu. Then, after establishing a firm grip on Kyushu, the Allied forces planned to climb up to the mainland and surround and bomb the hell out of Tokyo. Since the Japanese would've had more time to mobilize the ensuing battle would've been the bloodiest battle in the war. In terms of casualties this would have been even more devastating than the atomic bombs as basically every city on those two islands would've been obliterated. Total projected casualties for the Japanese numbered between 5 to 10 million and American casualties were a whopping 4 million. So no, the atomic bombs were a godsend for both sides. btw, the combined casualties from both bombs were less than 300,000. A relatively low number compared to the projected casualties of Operation Downfall.
